Position:
The Idaho Department of Environmental Quality (DEQ) is hiring a Hazardous Waste Compliance Officer – Analyst 3 for the Boise Regional Office.
Salary Range: $32.00-$34.50
Responsibilities:
· Inspections:
- Plan, direct, and perform inspections of hazardous waste generators, transporters; permitted treatment, storage, and disposal facilities; and used oil handlers to determine compliance with the Hazardous Waste Management Act, the Rules and Standards for Hazardous Waste, and applicable permits.
- Provide compliance assistance and technical assistance to facilities subject to the Resource Conservation and Recovery Act (RCRA).
- Investigate citizen complaints by planning, coordinating, conducting, and documenting investigations. Coordinate with the State Office RCRA Program, or other applicable programs, regarding post-investigation next steps.
- Prepare inspection reports and accompanying documentation and make recommendations for enforcement actions within 45-days of conducting the inspection.
- Evaluate chemical, physical, and analytical data.
- Provide inspection support and peer review to other hazardous waste staff.
- Provide support to the public records request (PRR) custodian by filling PRRs with appropriate files by the PRR due date.
· Technical Assistance:
- Conduct compliance assurance/technical assistance site visits.
- Provide hazardous waste technical assistance to the regulated community, public, other DEQ programs, and other agencies.
- Prepare and give presentations on hazardous waste topics.
· Enforcement:
- Prepare enforcement actions and participate in negotiations with direction from supervisor and assist with monitoring facilities’ return to compliance.
- Testify in court for civil enforcement cases.
- Provide general support to other programs on an as needed basis.
· Support other Regions:
- Provide inspection, enforcement, and technical assistance support to other regions.
· Programmatic Support:
- Provide regulatory analysis and interpretation.
- Assist with development of inspector resources, checklists, and outreach materials, and program implementation documents.
- Represent the Hazardous Waste Bureau at pertinent meetings and outreach events.
- Assist with ensuring DEQ-generated hazardous waste is properly managed and disposed.
Minimum Qualifications:
Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND
At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
OR
Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Physical Requirements (with or without reasonable accommodations
• Ability to sit and work on a computer for 2-4 hours at a time.
• Ability to bend and reach for filing purposes.
• Some periods of heavy reading and typing are required.
• Ability to lift 30 pounds when working with file boxes.
• Some travel may be required.
• Must have a valid driver’s license.
• Ability to climb ladders, staircases, work on uneven terrain.
• Ability to lift and carry up to 30 pounds over rough terrain.
• Ability to work in adverse or inclement weather.
• Ability to work in extreme hot or cold temperatures both outside and inside.
• Must be able to wear a respirator.
• Ability to work on elevated instrument platforms, ladders, etc.
• Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain.
• Occasional travel required.
• May work in the vicinity of loud noise.
• May be required to travel and stay overnight in remote areas
• May come into contact with hazardous waste/materials.
• Eyesight needs to be 20/20 (as corrected) to observe field compliance.
