To perform skilled work in the operation of equipment at a solid waste transfer station.
Employee has no supervisory responsibilities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
CORE COMPETENCIES:
Operates heavy equipment to remove solid waste from the Transfer Station’s floor and load into trailers that transport the waste to a landfill; maintains radio communications with scale attendant and other operators at all times; maintain and clean the Transfer Station floor and grounds as per operating permit.
Regulates traffic in and out of the Transfer Station to assure safety of general public and Transfer Station personnel; receives and screens in-coming waste that is deposited onto the Transfer Station’s floor, either from the general public or the City’s collection vehicles; ensures waste is deposited in a safe manner and unauthorized waste materials are not deposited.
Performs operator level preventive maintenance; to include daily cleaning, on assigned vehicle and equipment.
Must be constantly alert to potentially hazardous conditions to prevent accident or injury; adheres to safety precautions and regulations related to the operation of equipment; complies with all City and departmental safety rules, policies, and procedures; uses and wears personal protective equipment and clothing, and complies with safe working controls; reports all accidents or injuries to the supervisor immediately; completes reports as required.
Effectively works together to meet the needs of the community and City through superior customer service, commitment and integrity.
Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations; and complies with City of Killeen driving policy accordingly.
Performs other duties as assigned.
REQUIRED MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE:
1. Six (6) months of heavy equipment operation; and
2. Graduation from high school or equivalent, preferred.
KNOWLEDGE, SKILLS AND ABILITIES:
1. Ability to understand and carry out written and oral instructions.
2. Ability to perform operations safely;
3. Knowledge of the proper procedures for operating, inspecting and maintaining assigned equipment and tools;
4. Ability to perform heavy manual tasks for extended periods of time, often under adverse weather conditions;
5. Ability to establish and maintain effective working relationships with employees, supervisors and the public;
6. Knowledge of City ordinance pertaining to municipal solid waste collection and disposal services.
7. Ability to maintain regular and punctual attendance.
1. Must have the ability to obtain a waste screening certificate within one (1) year from date of hire.
2. Upon hire, must acquire and maintain the appropriate Municipal Solid Waste (MSW) license for the position as required by the Texas Commission on Environmental Quality (TCEQ).
Motorized vehicles and equipment, including grapple crane with remote control, utility truck, front end loader, skid-steer loader with attachment, common hand and power tools, shovels, phone, safety equipment, air compressor, and steam cleaner.
